Julia has 25 years of experience as an environmental engineer and project manager. She conducts strategic planning, project scoping and planning, and senior project reviews, and specializes in the development and implementation of technical and regulatory strategies for municipal clients. Julia is a recognized expert in technical matters related to environmental contamination, and has applied her skills to develop technical solutions that meet business, legal, and policy objectives.
For several years, Julia has supported the City of Portland by managing a technical team focused on assessing stormwater discharges, identifying site contaminant sources, and coordinating work and reporting under the Oregon Department of Environmental Quality’s Cleanup Program. She also assists the City in developing approaches and regulatory strategy to guide its participation as a potentially responsible party in the Portland Harbor Superfund Site.
