Kim specializes in water rights and water resources issues, and has in-depth knowledge of water resources policy and state water rights processes and procedures.

Kim is an expert in conducting water rights master planning efforts, and uses her knowledge of processes and policy to evaluate and strategically plan water rights issues. She has extensive experience working with municipalities to create water management and conservation plans (WMCPs). She also assists our clients with their water use permit extensions and water right transfers. Prior to joining GSI, Kim worked at the Oregon Water Resources Department for 7 years.
