On behalf of the Central Oregon Cities Organization, GSI's Ken Lite, Owen McMurtrey, and Adam Sussman recently authored a white paper about groundwater levels in the Upper Deschutes Basin. The white paper was provided to Oregon Water Resources Department as input to the agency’s Groundwater Allocation Project and will serve as an educational tool for the public, water managers, and decision makers.
