ODOC Water Rights Support and Groundwater Supply Development

Water rights management helps ensure the nursery has access to the water it needs to sustain business operations.

GSI conducted a comprehensive water rights review and audit of ODOC’s eight correctional institution properties to help the agency identify actions needed to protect its portfolio of water rights. We identified 27 water rights total and developed recommendations for securing and protecting water rights across multiple properties. GSI then helped implement those recommended actions, which included completing groundwater registration modifications, water right transfers, and requests for water right certificates.

Following this work, GSI oversaw the drilling, construction, and testing of two new alluvial water supply wells under ODOC’s existing water rights to serve as irrigation supply and backup potable supply for emergency purposes.

GSI’s work has involved:

  • Reviewing water right files and online databases to compile information on water rights and water use at ODOC properties across the state.
  • Recommending water rights management actions and supporting the implementation of those actions.
  • Leading the permitting, bidding, installation, and testing of two water supply wells.
