Jim has a strong technical background in geology and groundwater hydrology. For many years, he worked as a project manager for the Oregon Department of Environmental Quality (DEQ) on small and large cleanup projects, and for eight years as DEQ’s project manager for the Portland Harbor Superfund project and as a section manager for the Portland Harbor Section in DEQ’s Northwest Cleanup Program.

At GSI, Jim applies his expertise to a variety of cleanup projects, including mega-sediment remedial investigation/feasibility studies and remedial action projects. He is an expert in site characterization, sediment characterization, source control, risk screening/risk assessment, recontamination, and remedial design/remedial action.

Jim has a strong working knowledge of federal and state environmental regulations, including Comprehensive Environmental Response, Compensations, and Liability Act (CERCLA), Resource Conservation and Recovery Act (RCRA), Oregon environmental cleanup regulations, Oregon water quality regulations, and the federal Clean Water Act.
